My eye dropper is broken

So It seems that when ever I use the eye dropper it changes my background color not my foreground. I've tried searching but have no luck and I am new to photoshop so you may have to go into detail on where said thing is that would help change.

alt + click with the eydropper (toggle between background and foreground color)
