My eye dropper is broken

So It seems that when ever I use the eye dropper it changes my background color not my foreground. I've tried searching but have no luck and I am new to photoshop so you may have to go into detail on where said thing is that would help change.

Or you can choose if set the background color or the foreground color with the alt key on the keyboard:

alt + click with the eydropper (toggle between background and foreground color)
