Error #23 PDF publish Online

I have a 24 page document that I am trying to publish online in InDesign.  There are no videos in it, just images.  It gets to 94%, freezes, then I get an Error#23 message.

It works if I take the last 5 pages off??  Is there a maximum number for publishing?

Try adding pages back one or two at a time. Shouldn't be a problem for relatively simple pages. Would be for people with video.

I have had a 36 page document and it worked fine. I updated to version 2018 and it's super slow and I get the same publishing error for a 12 page document! UGH~!
