What all feature of Lightroom mobile are inaccessible to you? Are you able to login and see your collections/images here Adobe Photoshop Lightroom

Also, Have you subscribed to a CC plan offering the Lr mobile functionality?

Same problem here and I do have a full CC Team subscription. How do I get Lightroom CC back?

Unfortunately, as of now, Lightroom CC is not available for CC teams. We are working on it to make it available for teams.
