Apps tab is missing from Creative Cloud - solution provided is not helpful bc xml config file (ServiceConfig.xml) is locked from editing. I follow the instructions in FAQ and determined the config file and tried to switch value for Apps tab from false to True but the file is locked from editing. Is there any workaround ?

if you're sure your adobe processes have been terminated, create a new root user and change permissions on that file.
if that fails, using a browser that allows popups and cookies, contact adobe support during pst business hours by clicking here and, when available, click 'chat', http://helpx.adobe.com/x-productkb/global/service-ccm.html

hi,
quit your cc app so you can edit that xml.

check your activity monitor (mac)/task manager for cc processes that you can shut down (and to make sure you really quit).
note:rebooting won't help if your desktop app starts automatically when you boot.
