Giving photos a rough, 1920's, etch-like appearance

I was trying to find a PS tutorial that explains how to give photos this appearance, but I could not even find the exact keywords for such a search, and I was hoping any of you here can.

What makes you think that illustration was made from a photo.

well, it doesn't look illustrated and does look like a photo, and I believe it went through PS at some point. didn't it?

Maybe you can try starting with "live trace" in illustrator, not photoshop
