Hello

Someone told me that using the latest edition of photoshop CC it is possible to paint with your finger on a touch screen machine (microsoft surface) rather than using a stylus- is this true? If so how?

Not as fare as I know. Photoshop brush tool type require devices with control buttons like left click fingers and stylus lack this hardware. A mouse and pen can position the coursor the start painting with a click.  Fingers can not contact start painting in Paint application that support finger painting.   Photoshop also does not support 10 concurrent brushed or even five fingers brushes. What color would each finger produce?
