Alt Click not working for tools in Photoshop CC

The Alt Click not working for tools in Photoshop CC.

When I select Alt on the keyboard the first letter for all menus at the top display a line. As an example File Edit Image Layer

Please advise as this was working fine up until today and I can't use the tool without Alt working correctly.

I had a student the other day with similar issues in InDesign. There are many reasons why it might not work - do a search on modifier keys not working...

I join, why does not the Alt button work the first time? Very annoying. It is possible to answer, why so proceeds?
