I would reset the photoshop cs6 preferences by going to

/Users/User Name/Library/Preferences

and trashing the

Adobe Photoshop CS6 Settings folder

Hopefully, that will fix the issue.

across the top of my PS CS6 is a bar that has the words: Ps “ file, edit, image, layer, type, select, filter, 3d, view, window, help

That ‘banner’ is not visible in my PS CS6. It disappeared.

Click on your desktop, click on Go and hold down the Option key and you should see Library.

That's your User Library.
