times back there was an option to select a transparent background for a new image. which hollowed nut decided to remove that option?

You can reset your Photoshop preferences to Use Legacy "New Document" interface if you prefer the earlier File > New method.

?? it means that in legacy menu i get the desired options, while they don't appear otherwise. and by reinstalling i mean that maybe there is something corrupt with my installation

as you can see i get only black, white and background color

When you uninstall (though I'd try resetting my preferences first to see if that works) make sure you use the drop down menu in the Creative Cloud app. I can explain further if you need.
