I teach Photoshop. I have some students who need to complete a 3D assignment but their computer does not have the appropriate video card which supports it for Photoshop CC. Is it possible for them to install an older version of Photoshop which does not have the more recent hardware requirements and still do basic 3D work?

It depends how far back you need to go. The CC desktop app allows you to install older versions of the software, however 3D had a major interface and process change recently. Going back beyond CC2015 may not be beneficial to the student as it is a drastically (and more difficult) workflow to create and modify 3D.

The biggest 3D changes in terms of 3D tool and panel layouts came between CS5 and CS6.
If you get them to try CS6 (which is the oldest available from the CC desktop) they should be able to follow most basic 3D work
