what do you mean merge two documents?

Hi
What I mean is that I have birth, marriage or dead certificate in jpg format and sometime there is two photos for a document.
See ex. In attach; The picture 205 is a page at bottom of original and picture 3 is next page on top of original book.
What I want is to be able to include 2 photos into a new one.
