I was exploring Instagram and found pictures like this below.

Have no idea how its editet. How can I get effect like this? Do you know some tutorials or have some tips?

why not just ask the person that posted these in instagram? go to the artist?

They simply look like extremely cranked up HDR exposures with a photo filter thrown on.

I agree with Mylenium, but with so much artificial light, and the narrow road, I think it just might have been doable with a single exposure.

I don't have any source images quite like that, but I do have this HDR image of Brisbane at night:

Adding a Hue/Saturation layer and checking Colorize, lets you apply any tint you want.  I ran a bit of a gradient up the layer mask to reduce the affect toward the bottom.
