Site Manager >> Module Template >> Blog Layouts   When you click on Module Templates, the third boxed item on the top row should be Blog Layouts... it's the only one with an image of a pencil!

Liam is spot on... click on 'List' under Select system fields to add to Web Form'  You will find that all your mailing lists are there!

Simply make the child web app form part of one of the main web app's layout(s)/template. That way, when you use {tag_itemid}, it will be that of the main web app.
