That almost certainly means it's not installed.

From Adobe's PM help pages (which are disappearing as PM is obsolete.)

Adobe Acrobat Distiller -- Exporting a PageMaker File as a PDF

The PageMaker 7.0.2 for Windows installer does not install Acrobat Distiller or Adobe Reader by default. There is a separate installer for each on the PageMaker 7.0.2 CD.

When you install Acrobat Distiller 6 on a system with the full version of Acrobat 5 already installed, the Distiller 6 installer will uninstall the full version of Acrobat if you click Yes to the following message: "Setup has detected a previous version of Acrobat on this machine. You may continue to use this older version, or setup can uninstall it for now. Removing a previous version after installing a newer version can cause the application to stop functioning. Do you wish to remove the older version? Yes No". To avoid this, click No.[452901]

Which version of PM and Windows are you using?
Do you have your original PM installation disk?

Most of the common questions are hopefully answered on the page Claudio referred to.

The long term answer is to move to InDesign as PM is obsolete.  If you see the current version of InDesign as PageMaker 13, you'll realise how out of date PM is and why it is problematic on the current operating systems.
