Product activation issues are normally only able to be handled by Customer Support directly - you need to call Adobe.
Is there another Adobe app you need to close? Bridge can be loaded as a background process, and sit in the hidden icons area of a Windows Task Bar. If that's the case, right click and exit, and try again.
