I don't envy you the task of trying to clean that up.
Not sure how much worse it could get than this. And no filter or noise reduction process even takes out the background noise. Nothing I can do, the source recording was just as bad.
Wow, that is going to be very tough.
There might be a tip, or two, in this ARTICLE, but I would also post to the Audition Forum, and ask the "heavy hitters," as they might have some suggestions that will help. I would abandon most of getting that file to sound good, but "better," might get you by.
