Some ideas for a Laptop Video Editing PC from past discussions
For effective HD video editing, a laptop with the following
-at least the Intel sandy bridge 2720 or 2820 quad processor
-and nvidia graphics preferably the 460m, 485m is a bit much
-1280x900 display with OpenGL 2.0-compatible graphics card
-and 8 or 16 gig ram and Win7 64bit Pro
-and 2 internal 7200 HDDs minimum
Unfortunately, even a $1200 laptop is still magnitudes slower than a desktop that costs half as much. In fact, even the fastest, most expensive laptop is still nearly twice as slow as the average mid-priced desktop when it comes to performance in Premiere and After Effects. In other words, even the typical $1200 laptop performs slower than some $600 to $800 desktops, and may not be able to run both Premiere and After Effects simultaneously at all without locking up completely. You might need to increase your budget for a laptop to more than $2,000 just to get one that runs both reasonably well.
In addition to Todd's link, I have one disappointing message: Double your budget or even triple it! You will not find any laptop to your satisfaction for only $ 1200.
With three messages in two minutes time, all amounting to the fact that your budget will not do, it is pretty clear what you need to do.
