When you say your drive was "reset", do you mean it was wiped completely? Did you back up the drive before you wiped it?
In order to re-edit your video project, you will need your original .prel file. Have you located that? Have you searched for it on your hard drive?
If you do not have this file, you will not be able to revise your project. You can re-edit the video you already have, including the finished BluRay video. But you can't recover your work-in-progress without your original .prel file and the media it links to.
Well I backed up the "Video" directory, thinking Adobe Premiere files (PRE) were also stored there. However, I don't think that is the case. If I reedit the original finished blu ray (bring this into Adobe), will I loosed picture quality?
Can you point me to the steps to bring in a completed bluray back into Adobe to reedit.
I've never re-edited BluRay footage. Someone who has will need to chime in with the answer here.
You can also post your question to Premiere Elements support site http://Muvipix.com. There are a number of very experienced people there who will likely provide you a quick answer.

Take a few minutes to go into all of the PreElements configuration options and make notes about your various project and file locations on your hard drive(s)
