What version of Ps do you have, and on which platform (Win, Mac)? There is a utility for exporting Layer Comps so they can be reviewed outside of Ps proper, but the support varies based on the details above. The export format does not have to be PSDs, but can be PDF, image format like PNG, or Web based.

With Ps CS6, go to File> Scripts> Layer Comps to Files.. if you want to output each Layer Comp to a separate image file, then view these in a general image viewer. If you want a single file with multiple pages go to File> Scripts> Layer Comps toPDF..., then view these in Adobe Reader.
In Ps CS5.5, the above options are not available. You get an optional download that gives you access to the Web Phtoto Gallery (WPG) feature. The download can be found here: http://www.adobe.com/support/downloads/detail.jsp?ftpID=4965
