What can you see at File > Properties > Description?
Title/Author/Subject/Keywords are all empty.
File was created in 2008.
Application: Adobe Designer 7.0
PDF Producer: Adobe Designer 7.0

Ok, so based on the above, I opened the form in LiveCycle Designer ES 9.0.
Under File -> Form Properties -> Info:
Clear Passwords button has no affect. "Require a password to open the document" is not checked.
"Use a password to restrict ..." not checked.
Under the Defaults Tab, "PDF Render Format" is set to Dynamic XML Form.
With Designer, saving it as Dynamic or Static PDF, and then opening in Pro X "Changing the Document" is set to "Not Allowed"

What I think you meant to say is that you can't add tags to a Livecycle Designer form using Acrobat Pro X.
Using Livecycle Designer it is possible to add tags. Just make sure that File -> Form Properties -> Save Options -> "Generate Accessibility Information (Tags) for Acrobat" checkbox is marked.
This works fine with many PDFs. It just that there is one PDF that Livecycle Designer does not mark up with tags when I try to save the PDF.
Maybe my original question should have been, "How do I get Livecycle Designer to save my PDF with tags?"
