Premiere Elements is video editing software.
If you're a photographer, Photoshop or Photoshop Elements would be a much better tool.
I agree with Steve, and will add Adobe Lightroom, which you mentioned too.
Premiere is a video-editor, and though it can handle Still Images, it is very ill-suited to manipulate those, unless one is creating video from them, i.e. a SlideShow.
I would second Adobe Lightroom (officially called Adobe Photoshop Lightroom). Absolutely amazing stuff. Version 4 also handles video files, BTW.
You mention you're a student... if you're a student according to Adobe's definition, you can get educational pricing which for Lightroom 4 is $79. A trial version is available.
