Certainly it's possible, using Four Corner Pin and keyframing to follow the motion.
Thank you! Is there any way to 'pick' where I want to pin it, or do i have to enter the numbers for the location?
With the Corner Pin Effect, you should have a Bounding Box, that you can access, from the Effects Control Panel (Edit Effects, with that Clip Selected), and you can adjust the corners to match your background Video. As Steve points out, you can Keyframe that over to time, to "follow" the background Video.
[Edit] Testing, it looks like I confused PrPro w/ the Bounding Box. My PrE only allows me to "scrub" the coordinates. Sorry about that.

And, yes, you can drag the corner points into position, rather than typing in position numbers manually.
Just make sure the Corner Pin effect listing is selected in the Properties panel.
Great news. My older version did not offer the Bounding Box (like PrPro did), so I assumed that it was a limitation of PrE. Thank you for updating me.
