I don't know if this can be done, but a quick fix.
Create a text box with empty paragraph returns with the Paragraph Rule on.
Set the the leading according and drop this behind the the text box with text.
• create new paragraph style from the paragraph style window (under text menu)
• at left side found a menu paragraph rule, in it check the checkbox "Rule on" & "Keep in frame" hit enter & done.
• select text frame & apply this style, in the text frame when u type it automatically adds rule to that line..
Those solutions aren't quite useful I'm afraid. Seems like an obvious option that Indesign should have. Not sure why they don't????

That goes for a lot of options.
You could use underline, and then add a right indent tab (shift+tab) to flush all the way to the right.
A couple of years ago the same question was asked, resulting in lots of different ways. Perhaps Google will turn that thread up.
I have exactly the same problem!
I realise the original question is nearly 6 years old but for everyone who is still searching, I have an answer for this.
Turn Paragraph Rules off and use Underline in the Character Palette Flyout Menu instead. You can set any options such as weight, offset and colour there in the same way as you would with Paragraph Rules (be aware thought that measurements may be in pt rather than mm though).
