Hide the all the layers except one , copy the content on that layer and paste it on the new page or seperate document.
or any other script...
If placement needs to be the same, use Paste in Place.

1st way, that's not fast and is one of the standard options.
2nd way, nice script but it doesn't work with CS5.5 and only exports to PDF, EPS and JPEG not to separate Indesign documents.

You can run older scripts by putting them in a subfolder with the correct version name if they don't run in a newer version. For CS4 the folder should be named "Version 6.0 Scripts" without the quotation marks.
I wouldn't bother with moving layers to separate pages. I'd just duplicate the original document, open it, and then delete all the unwanted layers. Quick and easy.
Repeat procedure for each layer.
