I have Windows XP, 2002 edition. Some additional info, if it means anything:

My problem started after a Windows reinstall. I have done this before without a problem. It appears that I can't install other programs or upgrades due to similar error messages about registry points and the dynamic link library.

Then you do not have the latest service pack installed.  Install SP3, and all should be fine.
