After seeing several similar posts from you, a person could be excused for thinking you are troll. If you seriously need help with Photoshop, you are going to have to put a whole lot more effort into your questions.
What? i just wanna move the top layer. Whats a troll go to do with this?

Trevor is very helpful, what everyone tells you here is to give a minimum of information, in order to get help.
By square, do you mean the background layer? What are you trying to acheive, exactly?
Make sure you do not have an active (and maybe hidden (CTRL/CMD+H)) selection.
To target the topmost layer:
Or hold CMD(Mac) / CTRL (PC) and right-click on your image where the topmost layer has some content, release the right click and keep CMD(Mac) / CTRL (PC) down, and use the arrow keys to move the layer. Releasing CMD/CTRL will bring you back to your previous tool.
