moving to the Premiere Elements forum
It's hard to say without more information about your system. But the first time you launch Premiere Elements, it can take a few minutes for it install the necessary components before the program fully opens.
Meantime, make sure you go to Windows Update manually and download even the non-critical updates for your system. The non-critical updates (which don't install automatically) often include important drivers for your system.

That linked article lists the types of info, and how/where to find it, to best help others remotely troubleshoot the problem.o
