You can use LocalConnection to simulate this though, by having the drag manager notify the other application when it leaves the stage, so that when you reach the other application it will start the drag effect again in that window.

So basically, I can implement a pseudo-push functionality with BlazeDS via http polling.
You don't need BlazeDS. Two flex applications (swf files) on the same client can communicate using the LocalConnection classes. You can even
pass data but there is a limit as to the size.
We use this method for a application launcher to pass login credentials
to a launched application.
