Joe's looking to do it with two keyboard shortcuts as he did in FCP. He doesn't want to click the clip with the mouse. Many editors prefer to avoid using the mouse (myself included). Lift or Extract does do what he wants, but it takes 4 shortcuts: Mark In, Down Arrow, Mark Out, LIft/Extract.
Premiere Pro doesn't have an "Edit Selection" scheme like FCP, so that is why a Mark Clip function does not additonally select the clip.
The question is: do you want to request that Premiere Pro should also have an edit selection scheme? MIght be cool, but keep in mind, that feature confused a lot of FCP editors. Perhaps track selection could double as edit selection? Adding more buttons to the Premiere Pro interface wouldn't be a good idea.Another idea wouldn't require edit selection, and would take only 3 shortcuts: Mark Clip, Select In to Out, Lift/Extract. We don't have a Select In to Out command. That might be a good request.

It's more about reducing the amount of things you need to use the mouse to do, rather than actually not having one. Mice are slow, if you can do it with the keyboard you'll get it done faster.

What I don't understand is the ability to select a clip on a sequence (when there are multiple clips) and delete it. I can't fathom how a keyboard alone would be quicker than a mouse and keyboard.
Maybe I just need to see it in action so I can fully understand it.

It's a muscle memory thing. Once the keystrokes become intuitive, it's amazing how fast you can get. A fast typist can do 600 keystrokes per second, that means if it takes 5 keystrokes to do something like a mark in/mark out delete clip function, you can do it in half a second. And it's very accurate, whereas fast and accurate don't always go well together when using a mouse.
I too can edit in some NLEs entirely without the use of a mouse, and can do a lot of things faster than people can follow them happening. Not in Premiere though, alas. I'm still learning it though, hopefully by the time I've mastered it they'll have brought in a lot more shortcuts. I certainly keep submitting feature requests for them!

Yes, you do. I didn't fully get it until I saw a few keyboard masters at work. Perhaps a tutorial series or blog posts can cover the topic?

Sections 5 & 6 were a revelation to me in terms of the new edit options and using the keyboard for most edits. He includes suggestions for customizing the keyboard shortcuts to make keyboard editing even better. I've been forcing myself to use his recommendations and now prefer using the keyboard. Previously, I used a ShuttlePro with heavy customizing of the buttons, but I'm coming around to the belief that the keyboard is easier with CS6.
