PayPal requires two types of verifications - a) email verification, b) bank account verification. Often when there's an issue, only one has been completed, but not both.
Send me a private message with your FormsCentral account ID (your email address), and we can look and see what the error was from the logs.

Could you let me know the email you use for your PayPal account and the latest date/time you failed to register your PayPal account to FormsCentral? If you cannot remember when that happened, please kindly try it again and note the date/time. I will check our server log for your registration to see what happened.
