I have also experienced this issue with an mp4 file as well as an mov. I am on a Mac. The files show up as audio files from the instant that they are imported (even in the project pane) but play fine when used outside of Premiere CS6. I have had some luck by re-exporting the files through Adobe Media Encoder as long as I change the file format while doing so.
Have you reported this as a bug? Should it be reported as a bug? You're saying you have to run it through Media encoder to change the format to something that will play and show the video when imported? Wow, that's really a step forward, Not! Here I've been telling people howw great the new CS6 Premiere is. Guess I'll have to stop doing that!
I've checked my .wmv file in Mediainfo and it says the video is VC-1 (WMV3) and the audio is WMA.
Is this the reason PPCS6 imports the file but only plays audio and not video?
What can I do to make this video play in PPC6? I need to capture a frame of it as a still.
Normally, when handed WMV's, I convert them for Import, even if PrPro can see them correctly. WMV's require a lot of horsepower to decode and edit.

Almost any media player will allow you to do a screen grab. There's no need to use Premiere Pro for this.
Buy the latest version of Nero, import the problem file to a DVD or Blu-Ray project then use the Export function. I have been amazed many times how many file types I cannot import to Premiere or Media Encoder that Nero can import and convert to something Premiere can work with.
Just yesterday I was given a 720P wmv file where Premiere gave me a perpetual "Media Pending" image for the video. Media Encoder likewise gave me a "Rendering" message that lasted forever. Nero allowed me to import the file then export as an AVCHD file with the m2ts extension which Premiere can handle.
