Choose Help - About Plugin in the Photoshop menus, then select Camera Raw. What version does it show?
600D support was added in version 6.4, but you want the latest version, 6.7. You can normally get that by doing Help - Updates, but if that doesn't work you can visit this page:
when i select plugin,it show me 4 camera Raw, 3 are 6.1 and 1 is 6.7...is this the problem why i cant view the photo?
That would be the problem. You should only have one listed.
Somehow you have put multiple different copies of Camera Raw.8bi into different folders that Photoshop is searching for plug-ins on your system. You need to find them all and eliminate all but the version 6.7 file. In Windows 7 the Camera Raw files should only be here:
64 bit: C:\Program Files\Common Files\Adobe\Plug-Ins\CS5\File Formats\Camera Raw.8bi
32 bit: C:\Program Files (x86)\Common Files\Adobe\Plug-Ins\CS5\File Formats\Camera Raw.8bi
You didn't rename the other copies to something like Camera Raw Backup1.8bi when you instlaled the new copy did you? Photoshop will still enumerate any file with the .8bi extension.
