Is there a way to require people creating a digital id to verify the id through their email? Otherwise, people who have access to their email can create a fake id using the email and sign for other people. If the person creating the id is required to verify it through email, then they must have access to the email account in order to use the digital id. I will know that the signature came from the person behind that email account and not someone who created the id using that email address.
Of course anything is possible. But your question is a PKI question and not an Acrobat one. Large organizations usually have a PKI administrator. Small ones hire 3rd parties to set up secure systems.
