The upgrade is actually just a special price Adobe offers to current owners of the software. You still get a full copy of the program.
However, as you've seen, many online retailers often sell the product for even less than the upgrade price, so it can be well worth taking advantage of these specials!

As Steve points out, the "Upgrade," is only relative to pricing, and the programs, either on media, or via download, are the "full" versions. As the release of PrE 11 draws a bit closer (historically Sept - Oct), some retails might well be "clearing their shelves," by offering even better deals. So long as the offers are from certified re-sellers, I would go with the best price available. I would speculate that we are seeing the best prices, that we'll see, starting about now, though they could fall a few $, between July and Aug.
Good luck, and happy shopping - just make sure that you are looking at prices from certified resellers, like direct from Amazon (not a 3rd party, listed on Amazon).

Having been assured that all versions are "full," I have purchased the combined "Elements 10" bundle at some 50% of the price of the "Upgrade" version on Amazon.co.uk.
I am currently downloading the trial versions of premiere and photoshop elements so I should be able to get started soon.
For PrE, there is an additional download for the Additional Functional Content, which needs to be installed separately, after the program has been installed. This will contain a lot more Menu Sets, Themes, etc., so make sure that you get both PrE downloads.
