Did you try to contact the adobe office of your country?
I'm not quite clear what you are trying to say here. Adobe has individual phone support for each country and just because the US offices are closed this week doesn't mean that European ones are. And even US support is working, maybe just not at full strength. You should have no problems whatsoever to create a case. If you can't by phone or chat, you can always use the conventional support forms and create an online case.
