Have you a message on 'incompatibility driver' when PRE10 starts ?
If it is the case you can search on this forum on that topic, you will find solutions that might solve the problem.
(mainly by deleting the badDrivers.txt file, for me it was the solution).
Also, have you ensured that your photos are no larger than 1000x750 pixels in size?
The vast majority of problems people experience while working with photos in this program are the result of them using photos that are not optimized for video in their projects.
