RH X5 Creating User Annotation Tool

I'm wanting to customize toolbars and add 'button' to allow end user to annotate or add sticky notes HTML topics within our online document. Does not allow editing only the ability to add their own notes for their use only. Thanks for any help you can give.

In my opinion, the two best ways to do this (one of which I have first hand experience) are:

Use Cookies - though not recomended because they are very limited and very volatile
Create a server application to wrap the output, and store in a database on the server (this is one with which I have first hand experience)
