Is it greyed out or just not there?
What operating system and do you have photoshop extended or standard?
Could you please post a screenshot with the pertinent Panels and menus visible?
Is 3D > New 3D Extrusion from Selected Layer available?
What are your »Graphics Processor Settings« in Photoshop > Preferences > Performance?

Does not seem very likely, but could someone have hidden menu item that with Edit > Menus?
I suspected it might be an Extended feature, so I searched the Help and photoshop_reference.pdf for »extrude to 3d« – and turned up nothing for Photoshop.
Now that is disappointing.
If you have design standard i believe that comes with the standard version of photoshop which doesn't have 3d.
Do you see extended on the start up splash screen or Help>About Photoshop does it say extended.

I don't believe the X1900 is supported - the GPU is just too old.
What's weird is, in PS5 the 3D option was available, only when I upgraded to CS5.1 and CS6 did it not longer appear.
No Extended on start up screen. I guess I'll have to upgreade to extended, Thanks!
Well, yes, not having Extended would also limit your ability to use the 3D features.
But yes, we had to retire support for many older GPUs that couldn't keep up with increasing demands from the software.
