When you say the ACR 6.5 update for PSE9 fails, what are you doing and what happens that suggest it has failed?
The ACR 6.5 updates for PS and PSE and PRE are different, so are you installing the one that matches?

1. The Adobe updater tells me that there is an update available for PSE9.
2. I ask for the update and ACR 6.5 downloads.
3. Installation starts and after 10-15 seconds it tells me that it failed. No details on the reason why.
I have a parallell computor where I also run PSE9 but not PS, and there was no problem to install ACR 6.5 on that.

Perhaps you could try a Manual Installation by following the specific instructions and getting the download here:
Thank you Noel for your suggestion. I tried it, but unfortunately I got the same result - Installation failed.
The intent of the installation is to install exactly one file - Camera Raw.8bi (on a Windows system) - into a specific folder.
If all else fails you can dig into the zip file provided by Adobe and extract the resource that is the plug-in, then put it (with appropriate renaming) into the place where the older Camera Raw.8bi plug-in, supplied with Photoshop Elements 9, already is, replacing the original file.
That resource is the single largest file in the zip container.
