I'm not sure what I did, but all of a sudden all of my text frames and images have a blue box around them that effect the text wrap of other boxes. It's like an inset, but the oposite, because it's on the outside. It pushes away the text of other boxes when it overlaps. Any ideas?
A screen shot would help, but it sounds like you've accidentally set a text wrap as the default for new frames. This would have happened if you had nothing selected and chose a text wrap option, and it gets turned off the same way -- deselect all, open the text wrap panel, and set the wrap to none. If it's happening in new files, too, then you must do the change with no files open to fix for new work, too.
Any existing frames must be corrected individually, as well.
