Do you know if this issue has been resolved?
I had big trouble with this in the early spring, needing to relocate my project on a disc which resulted in an entire project going south.
Have you tried this in the most recent version of Premiere Pro, or in Premiere Pro CS6 with the most recent updates? If not, do so and let us know if it doesn't work for you.

I'm using the most recent version since I have a cloud membership.
Unfortunately I won't be using PP for video projects, until the issue is
officially resolved. I'm currently using FCP X in order to not have a dodgy
project on my hands.
I am, however, very interested in knowing when the bug in question has been
fixed, since I'm not getting the full experience of the creative suite. For
instance when I'm not using PP, I'm less likely to use Audition, and will
turn to my pro tools set up instead. This leaves me basically only using
the cloud membership for InDesign.
In other words: I'd love to eventually be able to do everyhing within the
