At the moment, there is no way to do that automatically.
You can copy your prefs and presets to a cloud storage site manually, but that's about it.
And the photoshop prefs don't work well across computers or operating systems -- they store drive identifiers, file paths, machine specific preferences, etc.
Funny, I just tried saving some prefs (for Illustrator) into my cloud storage and it didn't work (or are invisible). However, when I tried uploading a couple of other files (.png, .rtf, and .svg), those uploads worked.
If I thought it would do any good, I'd do my best to persuade you that migrating, transferring or copying preference files is not a good idea, but then you'd tell me to mind my own business. So I won't.
