Cannot download update for Flash Player

I am trying to update my Flash Player,along with other problems I am having with this computer,but when doing this task,I keep getting a :C:\Windows\System32\Macromed\Flash\FlashPlayerUpdateService.exe:5)could not be written due to insufficient permissions.I am the administrator for my computer.I am running XP on a Dell Latitude.Can anyone please tell me why I am having this issue?

Do you already have an earlier Flash Player version installed?

If so, please run the uninstaller from http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

then try the offline installer from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.ht...
