Essentially the user was able to solve this issue by downloading the trial version of Photoshop (go here to download). When you're prompted to enter your AdobeID, do so with you Creative Cloud membership AdobeID.
You can also try running the Cleaner Tool (go here), make sure Photoshop is completely uninstalled, reboot your computer, and try to install Ps again.
