What version of Illustrator have you been using? FW should import AI CS3
files pretty well.
Fireworks is a screen graphics application and rapid prototyping tool.
It can certainly handle interactivity (hot spots, roll overs,
dis-jointed roll overs) for mock ups, but do live web interactivity via
DW or your preferred web page editor.

i would advice to code it in dreamweaver and not use builtin rollover effects/interaction using photoshop/fireworks since they produce a lot of unnecessary codes. in short, just hand code it.
