Silent upgrade of Flash Player using msi not working at all

I have been using this process for a year or two now. Basically:

1. Download the msi installer from Flash Player distribution page

2. Create package in Microsoft SCCM for this msi installer

3. SCCM will install using the command: msiexec /i filename.msi /qn

Note: filename.msi is substituted for actual file name install_flash_player_11_active_x.msi

4. Push package to clients to upgrade flash.

This worked successfully when upgrading FP 10 to 11.1.102.62 for Internet Explorer 9 only.

Now the time has come to upgrade to 11.3.300.268.

Filename: install_flash_player_11_active_x.msi

Command: msiexec /i install_flash_player_11_active_x.msi /qn

If I run the MSI installer by itself with no commands, I only get the option to repair or remove FP. If I choose repair, it just repairs FP and does not upgrade.

If I run the command which effectively should install silently, it does nothing and FP remains at 11.1.102.62.

What am I doing wrong?
