The only sure fire way to open CS5 and use the file>open command.
Anything else (other than installing Soxy) is a crapshoot.

If you use a Mac, you can keep several versions of a program in your dock, and drop the file on the version you want to use. That's pretty much what Bob said, but from a different angle.
Only way we have found around this is to make indesign CS4 to load when computer starts up then any file you double click on opens in CS4 unless it happens to be created in an newer version then its back to drap and drop on the CS5.5 dock icon.
