I am making GIFs from videos in Photoshop CS6... and I understand the 'delay' function on every frame... However, I don't want a delay... so naturally I set all the frames to 0.0 seconds. But I want the GIF to go faster. Like fast forwarding a video/TV. My question is how to do that. Do I change the frames per second? If so, how?

The Gif will not for faster then 0.0. The gif will go faster if you make the image size smaller and the antimation will look like its going faster if you delete every other frame.
Ah, I see... they should add a feature to speed up.
