Help IDs failing on Windows 7 compiled help

I added new context sensitive IDs to my Robohelp 7 project and compiled the .chm on my Windows 7 64-bit machine. My application cannot open the help topics using these new ids.

I then compiled the same help project on XP. Now the ids are working.

How can I compile the help on Windows 7 so that the ids will work?

RoboHelp 7 was not Windows 7 compatible and given the project works on XP and not on Windows 7, that would seem to be the problem.
