I've never seen this myself on Windows 7 or 8 with CS6. I often post here with PP open and it stays right where I put it until I call it up.
We've got 2 video cards. The one doing the heavy lifting is Nvidia Quadro 5000. The other card is an Nvidia Quadro FX 4600. (The Quadro 5000 is new, but we had this Premiere CS6 problem before we installed the card.)
Running CS6.0.1, up to date.
Windows 7 64-bit.
720p footage captured through Adobe Onlocation CS4 and contained in AVI format.
We're using the Mercury Playback Engine.
I have seen this phenomena...and have no rational explanation for it. It seems random to me.
I can walk out of the suite with PPRO minimised and when I return..my Second Monitor is displaying the image from the Playhead.

Clean install Windows and the issue has gone.

Did you check your preferences>playback? For some reason I had an issue with multiple "Adobe monitors" being selected when in fact only the program monitor should be selected. Not sure what caused it to occur but I unselected all and then selected only the desired monitor and it has been fine since. I think it might have occured when I took my machine on location for a shoot and dropped down to only one monitor, once I got back to the suite and connected all three monitors was when it got goofy... like I said, all's well now. Hope that helps!
I had this issue even before I installed two video cards. I dont think its part of the problem ( annoyance).
If you are really asking "why" of the O.P.?
It maybe the same reason as myself. Da Vinci Resolve requires two cards to function properly. I posted on this sometime ago and made the discovery that PPRO happily works with two cards if configured correctly. Its advantageous to PPro and Resolve in my experience. .
THanks, Thrill. The playback area in preferences did have 2 monitors named. We'll see if that solves it.
Yes, we've got 2 video cards in preparation for getting Resolve.
